The House plans to vote tomorrow, Wednesday December 11, 2019, on the Farm Workforce Modernization Act (H.R. 5038). The Bill, sponsored by Rep. Lofgren (D-CA), has the bipartisan support of 62 co-sponsors (37 Democrats, 25 Republicans), including 17 House Representatives from California.

The Bill would create a certified agricultural worker (CAW) program and make changes to the existing H-2A temporary worker visa program, including a new method for calculating the H-2A worker minimum wage, making the program available for year-round agricultural work and reserving a visa allocation for the dairy industry.

You can read the bill here.

The Bill is currently supported by the California Farm Bureau Federation (info available here) and the National Council of Agricultural Employers (NCAE) (info available here).
